Unified Emergency & Rescue (UER)
Training Program
1. Purpose
The purpose of this training program is to prepare new members of the Unified Emergency & Rescue (UER) for active duty.
The program ensures that all personnel can operate safely, provide realistic medical roleplay, and cooperate effectively with other departments.
2. Training Philosophy
UER training focuses on:
- Scene safety first
- Realistic and immersive roleplay
- Clear communication
- Cooperation with other agencies
Medical realism is encouraged, but roleplay quality and flow take priority.
3. Training Phases
Phase 0 – Orientation
Status: Non-Operational
Goal: Setup and basic understanding
#### Training Focus
- Department expectations
- Basic conduct and professionalism
- Equipment and vehicle setup
- Radio usage
- Introduction to medical roleplay
#### Checklist
- [ ] Issued uniform and equipment
- [ ] Radio setup completed
- [ ] Understands role and expectations
- [ ] Acknowledged Code of Conduct
Phase 1 – Assisted Response
Status: Active with Supervision
Partner: Senior UER member
#### Training Focus
- Scene safety assessment
- Basic patient interaction
- Communication with police and civilians
- Transport procedures
#### Expectations
- Respond alongside experienced personnel
- Participate in medical roleplay
- Follow guidance during calls
#### Checklist
- [ ] Participated in at least 3 medical calls
- [ ] Demonstrated safe scene behavior
- [ ] Communicated effectively on radio
- [ ] Assisted in at least 1 patient transport
Phase 2 – Independent Response
Status: Monitored Autonomy
Partner: Optional / Remote Oversight
#### Training Focus
- Independent decision making
- Patient treatment roleplay
- Scene coordination
- Handling multiple patients
#### Expectations
- Operate independently during calls
- Maintain realistic medical roleplay
- Communicate clearly with all parties
#### Checklist
- [ ] Handled at least 2 scenes independently
- [ ] Demonstrated proper communication
- [ ] Maintained safe and controlled scenes
- [ ] No major complaints or issues
Phase 3 – Final Review
Status: Evaluation and Promotion
Conducted by: Senior UER member or Command
#### Evaluation Criteria
- Scene control
- Communication
- Roleplay quality
- Professional conduct
#### Checklist
- [ ] Approved by trainer
- [ ] Supervisor or command sign-off
- [ ] Meets all expectations
- [ ] Promoted to Full UER Member
4. Core Responsibilities
UER personnel must:
- Prioritize scene safety at all times
- Provide clear and realistic medical roleplay
- Work cooperatively with other departments
- Maintain professionalism
5. Scene Safety
- UER personnel must not enter unsafe scenes.
- Scenes must be secured by law enforcement when required.
- If a scene becomes unsafe, UER must:
- Retreat to a safe position
- Request assistance
- Wait until safe to continue
6. Interaction with Other Departments
- UER must cooperate with law enforcement and other services.
- Law enforcement controls dangerous scenes.
- UER controls medical treatment and patient care.
- Conflicts must be resolved through roleplay, not argument.
7. Medical Roleplay Guidelines
- Medical roleplay should be:
- Clear
- Realistic
- Easy to follow
- Overly complex or unrealistic procedures should be avoided.
- The goal is to enhance roleplay, not slow it down.
8. Conduct and Accountability
Trainees must:
- Follow all SOP and server rules
- Act professionally
- Be respectful to all players
- Accept feedback and improve
9. Violations During Training
- Minor mistakes → corrected through guidance
- Repeated mistakes → may delay progression
- Serious violations → removal from program
10. Probation Period
After promotion:
- Minimum 2 weeks probation
- Performance continues to be monitored
- Additional training may be required
11. Final Clause
The UER Training Program ensures consistent, realistic, and high-quality emergency roleplay.
Not all situations can be predefined. Members are expected to act in good faith and use sound judgment at all times.
