- Purpose
The purpose of this document is to establish clear procedures and expectations for all members of the Unified Emergency & Rescue. These procedures guide personnel in providing medical aid, fire response, and rescue operations while supporting realistic and high-quality roleplay.
- General Principles
Personnel shall:
- Preserve life as the highest priority
- Act professionally and calmly at all times
- Ensure actions are realistic, explained, and roleplayed
- Prioritize scene safety before intervention
- Support and enhance roleplay for all involved
Situations not explicitly covered in this SOP must be handled using sound judgment, good faith, and general roleplay standards.
- Call Response Prioritization
Calls shall be handled based on urgency:
High Priority:
- Life-threatening injuries
- Active fires
- Mass casualty incidents
- Officer or civilian in immediate danger
Medium Priority:
- Vehicle accidents
- Medical emergencies without immediate life threat
- Fire alarms or contained fires
Low Priority:
- Minor injuries
- Non-urgent medical assistance
- Public assistance calls
- Scene Approach
Personnel shall:
- Assess the scene before entering
- Ensure the area is safe or secured
- Coordinate with law enforcement if required
- Avoid entering unsafe environments without proper support
- Medical Response
Personnel shall:
- Assess patient condition upon arrival
- Communicate actions clearly during treatment
- Provide step-by-step medical roleplay
- Avoid instant or unrealistic recovery
Patients shall not always be stabilized immediately. Outcomes should remain realistic.
- Patient Handling and Transport
Personnel shall:
- Treat patients with respect and care
- Explain procedures and actions
- Transport patients safely when required
- Coordinate hospital or handover procedures
- Fire Response
Personnel shall:
- Assess fire size and spread
- Use appropriate equipment
- Control and contain fire before extinguishing
- Ensure safety of civilians and responders
Personnel shall not rush fire suppression in a way that breaks immersion.
- Rescue Operations
Personnel shall:
- Assess hazards before initiating rescue
- Use appropriate tools and methods
- Coordinate with other responders
- Ensure scene stability before extraction
- Traffic Accidents
Personnel shall:
- Assess injuries
- Stabilize patients
- Coordinate with police for traffic control
- Perform extrication if required
- Mass Casualty Incidents
Personnel shall:
- Establish scene organization
- Prioritize patients based on severity
- Coordinate with all responding units
- Maintain control of the situation
- Hazardous Situations

- Respect law enforcement control in active or unsafe scenes

- Support ongoing operations without interference

The first responder on scene assumes initial coordination until relieved.

- Maintain order and structure
- Avoid overlapping or conflicting actions

Personnel shall:

17.2 Critical Medical Emergencies
Personnel shall:
- Prioritize life-saving actions
- Communicate clearly with patient and team
- Maintain realistic pacing of treatment
17.3 Technical Rescue
Personnel shall:
- Assess structural or environmental risks
- Use proper tools and techniques
- Coordinate closely with other responders
17.4 Water or Environmental Incidents
Personnel shall:
- Ensure responder safety
- Use appropriate equipment
- Coordinate rescue efforts carefully
17.5 Hazardous Material Incidents
Personnel shall:
- Establish a safe perimeter
- Avoid direct exposure
- Request specialized support
- Contain the situation as much as possible
17.6 Large-Scale Incidents
Examples include:
- Major accidents
- Fires involving multiple structures
- Multi-agency responses
Personnel shall:
- Establish coordination
- Work alongside all responding agencies
- Maintain structured and controlled operations

Personnel shall not:
- Perform unrealistic or instant actions
- Ignore scene safety
- Disrupt or rush roleplay
- Use out-of-character knowledge in roleplay
- Act outside their role without justification

Personnel are expected to act in good faith, apply sound judgment, and maintain realistic and fair roleplay at all times.
Failure to do so may result in disciplinary action.
