Training Program
1. Purpose
The purpose of this training program is to prepare members of the Department of Transportation (DOT) for active duty.
DOT personnel support public safety by managing traffic, securing scenes, and assisting other departments during incidents.
2. Training Philosophy
DOT training focuses on:
- Scene safety and awareness
- Traffic management
- Supporting other departments
- Clear and effective communication
DOT is a support role, not an enforcement role.
3. Training Phases
Phase 0 – Orientation
Status: Non-Operational
Goal: Setup and basic understanding

- Department expectations
- Equipment and vehicle setup
- Radio usage
- Role and limitations of DOT
#### Checklist
- [ ] Issued uniform and equipment
- [ ] Vehicle assigned
- [ ] Radio setup completed
- [ ] Understands role and limitations
- [ ] Acknowledged Code of Conduct
Phase 1 – Assisted Operations
Status: Active with Supervision
Partner: Senior DOT member
#### Training Focus
- Traffic control basics
- Scene setup (cones, barriers, positioning)
- Communication with other departments
- Safe vehicle positioning
#### Expectations
- Operate alongside experienced personnel
- Assist in traffic control
- Follow instructions on scenes
#### Checklist
- [ ] Assisted in at least 2 traffic control scenes
- [ ] Demonstrated safe positioning of vehicles
- [ ] Communicated effectively on radio
- [ ] Followed instructions correctly
Phase 2 – Independent Operations
Status: Monitored Autonomy
Partner: Optional / Remote Oversight
#### Training Focus
- Independent traffic management
- Scene coordination
- Hazard awareness
- Supporting multi-agency scenes
#### Expectations
- Operate independently on basic calls
- Set up and manage scenes effectively
- Maintain communication with other units
#### Checklist
- [ ] Managed at least 2 scenes independently
- [ ] Demonstrated proper traffic control
- [ ] Maintained safe working environment
- [ ] No major issues or complaints
Phase 3 – Final Review
Status: Evaluation and Promotion
Conducted by: Senior DOT member or Command

- Traffic control ability
- Communication
- Professional conduct

- [ ] Approved by trainer
- [ ] Supervisor or command sign-off
- [ ] Meets all expectations
- [ ] Promoted to Full DOT Member
4. Core Responsibilities
DOT personnel must:
- Manage traffic safely and effectively
- Secure scenes using proper positioning
- Support other departments when required
- Maintain professionalism at all times
5. Scene Operations
- DOT is responsible for:
- Traffic control
- Road closures
- Scene safety support
- DOT must:
- Position vehicles to protect the scene
- Use cones, barriers, or signage when available
- Maintain safe working distance
6. Interaction with Other Departments
- DOT must cooperate with all departments.
- Scene control follows:
- Police → criminal or dangerous situations
- UER → medical situations
- DOT → traffic and road safety
- DOT may not override other departments.
- Conflicts must be resolved through roleplay, not argument.
7. Limitations
DOT personnel may NOT:
- Enforce laws
- Conduct traffic stops
- Engage in pursuits
- Use force
DOT must remain within its support role at all times.
8. Conduct and Accountability
Members must:
- Follow all SOP and server rules
- Act professionally
- Communicate clearly
- Respect other departments
9. Violations During Training
- Minor mistakes → corrected through guidance
- Repeated mistakes → may delay progression
- Serious violations → removal from program
10. Probation Period
After promotion:
- Minimum 2 weeks probation
- Performance monitored
- Additional training if required
11. Final Clause
The DOT Training Program ensures safe, structured, and realistic support operations.
Members are expected to act in good faith, use sound judgment, and contribute to overall scene safety.
