We, the State Authority of Cross State Line RP, under the grace of law and order, etc., etc., etc.

To all who shall see or hear this read, greetings:

Whereas we have deemed it necessary to establish a new Cross State Line RP General Local Ordinance (GLO):

Therefore, we, the staff of Cross State Line RP, having heard and consulted with the State Authority, have approved and enacted the following provisions, which shall constitute the Cross State Line RP General Local Ordinance.

Notes Regarding This Ordinance

The Penal Code of Cross State Line RP is supplemented and, where applicable for server administration, overridden by this General Local Ordinance.


General Provisions

A-1 - Scope

  1. This General Local Ordinance, hereinafter referred to as the GLO, is intended as a supplement to the laws and policies of Cross State Line RP and applies to all areas, counties, cities, and jurisdictions within the server.
  2. The GLO provides a framework for possible in-character punishment where applicable, but is primarily intended for handling violations outside of roleplay and for server moderation purposes.

A-2 - Validity

  1. If rules are amended after the time an act was committed, the rule most favorable to the accused player shall apply.
  2. A staff member may not rule on, review, or decide a case involving themselves, their friends, or family members. This is to ensure fair and impartial handling.
  3. If a player lies to staff and this can be proven with hard evidence, such as logs, the punishment may be increased.
  4. If a player waits longer than 2 weeks to open a ticket, they are no longer eligible for a refund.

A-3 - Punishment Categories

  1. Punishments are divided into the following categories:
Category 1: Warning + 100 hours community service

(Maximum of 3 warnings within 1 month; after that, escalation to Category 2 applies.)

Category 2: 1-day ban + 50 hours community service

Category 3: 2-day ban + 50 hours community service

Category 4: 3-day ban + 50 hours community service

Category 5: 1-week ban + 50 hours community service

Category 6: 1-month ban + 50 hours community service

Category 7: Permanent ban

Category 8: Account wipe

  1. Category 5, 6, and 7 punishments may be issued preventively while further investigation is conducted.
  2. Staff may increase or reduce punishment depending on context, severity, or prior history. If a player disagrees with a decision, they may open a ticket.
  3. A verbal warning must be recorded in the player’s notes, otherwise it is not valid.
  4. Evading a punishment will result in a Category 7 punishment.
  5. Bans may be issued based on GTA license and IP address. This applies to all users connected to those identifiers.
Note: Warnings remain valid for 3 months. After that, they expire automatically.

Violations - Public Order Disruption (RP)

Article 1 - FailRP

  1. It is prohibited to perform extremely low-quality roleplay or behavior that disrupts roleplay.

Penalty: Category 1.

Interfering in a police pursuit involving another party, commonly referred to as “countering,” is not allowed.

Exception: If police interfere in an already existing conflict, this rule does not apply.

Penalty: Category 2.


Article 2 - Powergaming

  1. It is prohibited to intentionally manipulate roleplay in such a way that it creates an unfair or unrealistic outcome, or to force outcomes onto another party through unrealistic means.
  1. Examples of violations include:
Storing or retrieving your vehicle from a garage during a pursuit to avoid losing it;

Kidnapping an officer to remove a BOLO or gain access to police files;

Forcing government employees to search, disarm, or transfer items from an unconscious person.

Penalty: Category 1.


Article 3 - Out of Character

  1. Breaking character at any time is prohibited. This includes using terms considered Out of Character (OOC). Misusing /looc, or using it for toxic or salty remarks, is also prohibited.
  1. Examples of improper /looc use:
/looc what are you doing?

/looc why are you rdming?

/looc bad roleplay

/looc what you are doing is not allowed, I am making a report

Penalty: Category 1.


Article 4 - Safezone

  1. It is prohibited to use a Safezone to escape illegal activity and/or roleplay.
  2. Examples of prohibited actions in a Safezone:
Causing damage, kidnapping, breaking someone out, robbing, running someone over, or killing someone.

Penalty: Category 1.


Article 5 - New Life Rule

  1. If your character dies, they are expected to forget the most recent roleplay situation. The character may not return to the area where they died. That area is indicated by a red circle on the map and is forbidden for 15 minutes after death. The character may also not interfere again in that same scenario until it has fully ended.

Penalty: Category 4.


Article 6 - RDM (Random Deathmatch)

  1. Unnecessarily assaulting, killing, provoking, and/or harassing others without roleplay intent is prohibited. This also applies to animals.

Penalty: Category 1.


Article 7 - No Value of Life (NVOL)

  1. Players must value the life of the character they are playing. This includes, among other things:
Driving away at less than 30 km/h during a life-threatening situation.

Running away from a bomb vest that is within arm’s reach while you are unarmed.

Exception: It is not NVOL to flee when someone points a firearm at you from inside a vehicle or motorcycle.

  1. Robbing someone with a melee weapon is allowed, provided the weapon is within arm’s reach of the victim and clearly directed at them. In that case, the victim must cooperate.
If the victim has their car doors open and the melee weapon is within arm’s reach of their body, cooperation is also required.

In all other cases, such as when the melee weapon is outside arm’s reach or the victim possesses a firearm, cooperation is not required.

  1. If you are inside an armored vehicle and that vehicle is missing windows, has broken windows, or is completely destroyed, cooperation is required.

Penalty: Category 2.


Article 8 - ERP (Erotic Roleplay)

  1. Erotic roleplay (ERP) is strictly prohibited.
  1. Examples of ERP:
Erotic messages in /me, /do, and /looc, including references to sex and/or genitalia.

Improper use of emotes with sexual undertones.

Penalty: Category 7.


Article 9 - Suicide RP

  1. Playing out a suicide scenario is not allowed.

Exception: This rule may only be bypassed with explicit staff approval.

A bomb vest is an exception to this article, but must still be tied to valid roleplay.

Penalty: Category 8 and/or 200 months jail.


Article 10 - Metagaming

  1. It is prohibited to use information obtained outside of roleplay within the game. This includes any information your character did not obtain through in-game interaction.
  1. Examples of metagaming include:
- Using Discord, streams, or external communication to track players or locations;

- Acting on information gained from outside the game;

- Using out-of-character knowledge to influence in-character decisions.

Penalty: Category 1.


  1. The use of external communication platforms (such as Discord calls) is allowed, provided:

- They are not used to gain an in-character advantage;

- They are not used to share live in-game information;

- They do not influence ongoing roleplay situations.

  1. It is prohibited to stream, share screens, or otherwise broadcast live gameplay to other players in a way that provides an advantage.
  1. Any use of external communication that impacts roleplay fairness may be considered metagaming.

  1. For prison escape scenarios:

- Any assisting party must be able to provide video evidence showing how they obtained the information in-character;

- The same requirement applies to any scenario where information origin is questioned.


  1. It is allowed to submit roleplay evidence in approved channels, provided it was recorded through:

- Bodycam

- Dashcam

- Handheld device

  1. Footage is no longer valid if:

- The player has died;

- The player’s vehicle has exploded.

Use of such footage may be considered metagaming.


  1. Staff retain the right to determine whether information usage was fair and obtained through legitimate roleplay.

Article 11 - Exploits

  1. Intentionally abusing bugs and/or exploits to gain an advantage or bypass in-game systems is prohibited, regardless of the method used.

Penalty: Category 7.


Article 12 - Cheats

  1. The use of third-party software or tools to gain an unfair in-game advantage is prohibited.
  2. This also applies to Discord clients. The use of BetterDiscord or similar clients is not allowed.
  3. Stretched resolution is also prohibited, as it provides an unfair advantage.

Penalty: Category 7.


Article 13 - (Government) Clothing

  1. When creating your character, clothing must be adjusted. Entering the server in default starter clothing is prohibited. Characters must have a realistic appearance, including proper arms and no missing body parts.
  2. Clothing issued by an employer for work purposes must be worn while performing that job.
  3. Wearing government job clothing as a non-government employee is prohibited unless tied to approved roleplay by a staff member.
  4. Official clothing intended for specific groups may not be used by others or selected as starter clothing unless there is strong and approved roleplay behind it.
  5. Clothing purchased through the Cross State Line RP website may be worn by anyone, at their own risk.

Penalty: Verbal warning first. If not corrected, Category 1.


Article 14 - Combat Logging

  1. Intentionally leaving the game during an active roleplay scenario without valid reason is prohibited. Players are expected to return within 5 minutes.
  2. If you must leave during roleplay, you must make this clear to the other parties involved, either through /looc or voice if necessary.

Penalty: Category 5.


Article 15 - Language in the City

  1. The official language of Cross State Line RP is English.
  1. All roleplay, communication, and interactions within the server must be conducted in English.
  1. Other languages may not be used in a way that excludes others from understanding the situation or provides an unfair advantage.
  1. Short or incidental use of another language is allowed, provided it does not impact roleplay or give any advantage.
  1. During interactions with staff or government employees, communication must always be clear and in English.

Penalty: Category 1.


Article 16 - Use of “/report”

  1. The /report command is intended for reporting violations without disrupting roleplay or alerting the offender.
  2. It is prohibited to tell others in-game that a report has been made. This is considered FailRP.
  3. Spamming reports, making unnecessary reports, or arguing in reports is prohibited.

Penalty: Category 1.


Article 17 - Alt Characters

  1. It is prohibited to create alt characters with the intention of transferring starting money to another account. No more than 3 alt characters may be created.

Penalty: Category 7.

  1. Creating an alt character for criminal activity while one of your other characters holds a government position is prohibited.

Penalty: Category 7.

  1. While alt characters are allowed, creating alt accounts or multiboxing with alt characters is prohibited.

Penalty: Category 7/8 for all linked alt accounts.


Article 18 - Vehicle Dealer / Vehicle Meetups

  1. A vehicle dealership may only exist with approval from the Chamber of Commerce.
  2. Rules for vehicle dealers:
Maximum of 10 vehicles in the showroom;

Only at a Chamber of Commerce approved location;

Official permits required, signed by a Chamber of Commerce member.

  1. Vehicle meetups may have a maximum of 20 vehicles present.

Penalty: Category 1. The Chamber of Commerce will also be informed.


Article 19 - Use of Vehicles

  1. Civilians may not drive government vehicles unless there is a valid reason or explicit staff approval.

Penalty: Category 1.

  1. Job vehicles may not be used for illegal activity without staff approval.

Penalty: Category 1.

  1. Driving vehicles into buildings is prohibited.

Penalty: Category 1.

  1. Using vehicles as weapons (VDM) is prohibited. Intentionally ramming stationary vehicles to knock people down is also prohibited.

Penalty: Category 1.

  1. PIT maneuvers must be realistic and may not be performed at speeds above 125 km/h.

Penalty: Category 1.

  1. Using a personal vehicle during jobs such as window washing, trucking, postal work, etc. is prohibited.

Penalty: Category 2.


Article 20 - Insults

  1. The use of insults involving serious or current diseases, or making extreme racist remarks, is prohibited on all Cross State Line RP recognized platforms.

Penalty:

First offense: 2-week ban

Second offense: 3-month ban

Third offense: Permanent ban


Article 21 - Robbery and Scamming

  1. Robbery and scamming must be based on realistic and meaningful roleplay.
  1. Robbery is allowed when:
- The target is involved in criminal activity; OR

- A believable and well-developed roleplay scenario justifies the action.


Prohibited Targets

  1. The following may not be robbed or scammed:

- New players;

- Government property;

- Bank accounts or stored funds;

- Players within safezones;

- Situations that force unrealistic loss of all assets (e.g. forcing someone to empty a house).


Conduct During Robbery

  1. Players must:

- Prioritize roleplay over immediate violence;

- Attempt negotiation where possible;

- Avoid unnecessary escalation.

  1. Killing a victim after a robbery or scam for the purpose of forcing memory loss is prohibited.

Hostage Situations

  1. Hostage situations must:

- Be based on realistic roleplay;

- Not be pre-arranged or scripted;

- Involve players who are not clearly cooperating with the offenders.

  1. Countering a robbery or hostage situation is not allowed once law enforcement or an official negotiator is actively engaged.

- Exception: If you were already part of an active scenario before law enforcement arrived, you may continue your roleplay within reason.


Recognition and Identification

  1. Players may act on recognition only when reasonably justified through roleplay.

Examples include:

- Visual identification;

- Vehicle recognition;

- Recent interaction within the same scenario.

Recognition must remain reasonable and may not rely on unrealistic memory or external information.


Drug and Criminal Locations

  1. Camping or waiting at known or inactive criminal locations with the sole intent to rob others is prohibited.

Evidence Requirement

  1. Players engaging in robbery or scamming must be able to provide evidence of the roleplay if requested by staff.

Failure to provide evidence may result in reversal of the situation.


Final Clause

  1. Staff retain the right to judge whether a robbery or scam was conducted fairly, realistically, and in good faith.

Penalty: Minimum Category 1, may be increased depending on severity.


Article 22 - Conduct of Government Employees

Government employees are defined as players holding one of the following jobs in the F10 menu:

Police

State / Border Enforcement

Department of Justice

EMS

Roadside Assistance

Enforcement / Public Safety

  1. Government employees may not engage in illegal activity.
  2. It is prohibited to sell or transfer objects seized by police to players. This also applies to other government property and information obtained during government employment, even after resignation.
Exception: Officers with a special permit may retain their weapons off duty.

Penalty: Category 6.


Article 23 - Conduct Toward Government Employees

  1. All interactions with government employees must be based on realistic and meaningful roleplay.

Calls and Requests

  1. Calls to government agencies must be:

- Legitimate and relevant;

- Based on believable roleplay;

- Not intended to bait, troll, or create unrealistic scenarios.

False or misleading calls are prohibited.


Roleplay Standards

  1. Roleplay involving emergency services or roadside assistance must:

- Remain realistic and cooperative;

- Follow the direction of the responding service where appropriate;

- Not be used to intentionally disrupt or stall roleplay.


Targeting Government Employees

  1. It is prohibited to call government employees with the primary intention of:

- Killing them;

- Kidnapping them;

- Robbing them.

  1. Criminal interaction with government employees may only occur if:

- It develops naturally from an existing scenario; OR

- It is supported by strong and believable roleplay.


Availability of Services

  1. Players may not intentionally disrupt or remove essential government services from the server.

- Actions that significantly reduce the availability of police, EMS, or other services may be considered a violation.


Kidnapping Government Employees

  1. Kidnapping of government employees is allowed only if:

- It is supported by strong and realistic roleplay;

- It does not intentionally cripple server services;

- It is not repeatedly targeted at the same individuals or groups.


Cooperation and Respect

  1. Players must:

- Respect the role of government employees;

- Avoid unnecessary hostility;

- Allow roleplay to develop naturally without forcing outcomes.


Final Clause

  1. Staff retain the right to determine whether actions toward government employees were reasonable, fair, and in line with realistic roleplay.

Penalty: Category 5, may increase to Category 6 depending on severity.


Article 24 - Roleplay & Member Limits for Criminal Organizations

  1. Criminal organizations may have a maximum of 25 members, excluding a maximum of 5 hangarounds.
  2. Cooperation between criminal organizations is allowed with a maximum of two gangs, up to a total of 10 members combined.
  3. Police raids may be countered by a maximum of two groups with a total of 25 persons.
  4. Cooperation between official organizations must be reported in the designated Discord channel.
  5. Negative organizational conduct, such as excessive warnings or combat behavior, may lead to sanctions.

Penalty: Sanction by Criminal Administration, possible suspension of the organization.


Article 25 - Escaping from the Cell Complex

  1. Escaping is allowed only if tied to a valid roleplay scenario and approved by a staff member.
  2. Escaping is not allowed during agreed roleplay pauses.
  3. Escaping is prohibited between 01:30 and 10:00.
  4. At least 10 combined police and state enforcement employees must be on duty.

Penalty: Category 1.


Article 26 - Organized Criminal Activity

  1. Criminal activities such as money laundering, robberies, and similar operations must be based on realistic and meaningful roleplay.

Targeting Criminal Activity

  1. Players may target individuals involved in criminal activity when there is clear and reasonable roleplay justification.

Examples include:

- Suspicious behavior consistent with criminal activity;

- Prior interaction within the same scenario;

- Observable actions such as transporting or exchanging illegal goods.


Prohibited Behavior

  1. The following actions are prohibited:

- Camping or waiting at known criminal locations with the sole intent to rob others;

- Forcing or creating roleplay solely to gain access to illegal goods or money;

- Initiating criminal interactions without reasonable roleplay justification;

- Using unrealistic methods to identify or target players.


Conduct During Criminal Scenarios

  1. Players must:

- Prioritize roleplay over immediate violence;

- Attempt negotiation where appropriate;

- Avoid unnecessary escalation into gunfights.

  1. Players only gain the right to use weapons once a scenario has clearly started and has been communicated through roleplay.

Evidence Requirement

  1. Players engaging in criminal activity must be able to provide evidence of the roleplay if requested by staff.

Failure to provide sufficient evidence may result in reversal of the situation.


Hostages

  1. Hostages must:

- Be selected through realistic roleplay;

- Not be pre-arranged or intentionally cooperative;

- Be treated in a way that supports ongoing roleplay.


Bail and Ongoing Cases

  1. Players released on bail must:

- Continue to follow roleplay and legal processes;

- Not attempt to bypass or invalidate ongoing investigations.


Server Stability

  1. Players may not initiate major criminal activity within a short period before or after a server restart.

A reasonable buffer must be maintained to ensure stability and fairness.


Final Clause

  1. Staff retain the right to determine whether criminal activity was conducted fairly, realistically, and in good faith.

Penalty: Category 1, may increase depending on severity.


Article 27 - Job Hopping

  1. Former members of an official organization must wait at least 72 hours after resignation, termination, or cooperation with another official organization before joining a government job or another official organization.
  2. Former government employees must wait at least 72 hours after resignation, termination, or cooperation with another official organization before joining another government job or official organization.
  3. Leadership of government jobs and official organizations must maintain records of employment starts and terminations for enforcement of this article.

Penalty: Category 1. Government violations may also result in termination from the new job.


Article 28 - Voice Recognition

  1. It is permitted to recognize a player by their voice unless you do not know them at all. If asked, you must be able to justify this recognition.
  2. If a player is clearly making an effort to alter their voice, voice recognition is not allowed.
  3. External voice-changing software may be used during criminal activity, provided it remains realistic.

Penalty: Category 1.


Article 29 - Use of F6

  1. Directly placing a restrained person into a vehicle via F6 without roleplay is prohibited. Players must:
Open the vehicle doors;

Escort the restrained person to the door;

Verbally state or describe via /me that the person is being placed inside;

Subdue someone before F6 can be used;

Only search someone with a legitimate reason.

  1. Pulling someone out of a vehicle must include realistic roleplay such as:
Breaking the windows with appropriate tools if applicable;

Opening the door;

Removing the seatbelt if applicable;

Pulling the person out.

Any direct F6 interaction without these steps is considered F6 abuse.

Penalty: Category 5.


Article 30 - Warehouses

  1. Misleading or scamming others regarding warehouses is prohibited.
  2. Renting out warehouse keys is allowed.
  3. Trading warehouse shares is allowed.
  4. All agreements regarding warehouses must be documented in writing using /docu and signed by all involved parties.
  5. In the event of uncertainty, a staff member’s judgment shall be final. The party claiming harm bears the burden of proof.
  6. If both a warehouse and its owner are inactive for at least 120 days, senior administration may return the warehouse to the public.

Penalty: Category 3. If the violation concerns amounts above 2 million, Category 5 applies.


Article 31 - Honesty in Tickets

  1. You must always provide honest and complete information in a ticket.
  2. If you have previously had contact with a staff member through a report or private message, you must explicitly mention that in the ticket.

Penalty: Category 5.


Article 32 - Baiting

  1. Intentionally provoking another person without a valid or believable scenario before or after the act is prohibited and is considered baiting.

Penalty: Category 1.


Article N-3 - Cooperation Between Criminal Organizations

  1. On Narcopolis, official groups may not cooperate with official or unofficial groups or persons.
  2. Exception: buying and selling drugs between different groups and persons on the island is allowed.

Penalty: Category 1.


Article N-4 - Camping an Inactive Drug Location

  1. Camping an inactive drug location is prohibited on the island.
  2. Being within 1000 meters of the harvesting location may be considered camping, at staff discretion.
  3. Repeatedly driving back and forth near an inactive drug location to avoid the camping rule is also prohibited.

Penalty: Category 1.


Gang Rules

The following rules apply to criminal organizations. Violations may result in sanctions against the organization as a whole.

Article G-1

  1. A vehicle may only be seized for a valid reason.
Valid reasons may include: your vehicle was seized, they killed one of your members, you are in a war, or the vehicle was used in a robbery.
  1. It is prohibited to seize each other’s vehicles with the intention of getting them impounded by police/state enforcement.
  2. After seizing a vehicle, contact must be made with the owner within 24 hours to keep the roleplay active and allow the person to report it stolen.
Every 24 hours thereafter, the roleplay must remain active through messages and negotiations. If not, the vehicle may be reclaimed for free.
  1. It is prohibited to go to a gang storage location and demand a vehicle without direct reason to believe it is there.
  2. Unofficials may seize vehicles, but if they do, they become directly responsible for the roleplay and any negotiations.
  3. An official gang may only seize a vehicle through good or prolonged roleplay, not with the intention of making money.
  4. It is prohibited to seize a vehicle from someone who died in the scenario.

Penalty: Sanction by Criminal Administration, possible suspension of the organization.


Article G-2

  1. It is prohibited to create fake calls near a gang house with the intention of provoking criminals or causing trouble for a rival group.
This also includes intentionally performing illegal acts such as firing weapons.
  1. Seizing a vehicle as an official gang must be based on good or prolonged roleplay, not financial gain.
  2. If no roleplay is attached to a seized vehicle for two weeks, it may be reclaimed for free.
  3. Confiscating items, weapons, or money from a player is only allowed when tied to roleplay. Government property may never be confiscated.

Penalty: Sanction by Criminal Administration, possible suspension of the organization.

  • It is prohibited to kill or kidnap EMS or roadside assistance personnel during a service call
